Antecedents

As planned by Constitution will be realized presidential elections after to have turned six years of constitutional period of present Venezuelan president Hugo Chavez, who was elect president in 1998 under the old constitution of 1961 . In 2000, to a year and a half from his first election, was ratified in the position by means of elections called popularly like " Mega elections ".

15 of August of 2004 was carried out referendo where would be approved or not it permanence of Chávez, in which officially returned to win with a 59. This result was disputed by representatives of the opposition, who denounced a supposed fraud and demanded a count manual of the totality of the votes. Center Carter and Organization of the American States (OEA) ratified the results of the referendum and the opposition never gave tests of the supposed fraud that allowed the CNE to take care of its complaints. At the end of year 2004 also elections for the governments and mayorships were realized, whose positions were gained mainly by those in favor of Chávez. In September of 2005 the parochial positions of councilmen and meetings were chosen. This was the first time in the history of the country in which these positions were chosen in a different date that those of mayors and governors. In December of 2005 in the elections to the National Assembly, all the benches were gained by supporters of Chávez, with a 75% of abstention from voters after the candidates of the opposition in their majority retired of the fight arguing their lack of confidence in the Venezuelan electoral power. The chavismo talked about to this retirement like Boycott to the Venezuelan electoral system.

For the moment of the presidential election of December of 2006 Chávez will be six years old in the power. It must remember that Chávez was separated of the power by two days, when was overthrown by means of Coup d'etat of the 11 of April of 2002.

Opposition

The leaders of the opposition, conscious that it was impossible to overcome Hugo Chavez if they did not present/display a unique candidate, initiated the efforts to choose it, within the ample amalgam of precandidates who wished to be postulated. These were Manuel Rosales, governor of Zulia by the party a New Time ; Julio Borges, ex- mirandino deputy by the First Justice ; Teodoro Petkoff, ex--minister and ex--senator of now independent MAS ; Sergio Omar Calderón, ex--governor of the Táchira by COPEI ; William Ojeda, ex--delegated by its party A single Town ; Cecilia Soda, ex--president of extinct Supreme Court of Justice, supported by Divided to Federal Republican ; Enrique Tejera Paris, ex--chancellor and ex--senator, independent; Vicente Brito, ex-president of Fedecámaras supported by Republican Movement (MR); and Froilán Districts, ex-president of CTV .

Primary elections

The precandidate Julio Borges offered the idea of primary elections to choose the unique candidate of the opposition, for beginnings of August. Nevertheless the idea presented/displayed many weak points, reason why precandidates as Teodoro Petkoff were in his against. After some negotiations the civil association Súmate presented/displayed its proposal of which outside she the one who was in charge to realize them. The date for the 13 of August paid attention, but due to the escogencia the day the 9 of the same month of the unique candidate of the opposition primary elections were not carried out.

Manuel Rosales, candidate unit of the opposition

Days before the escogencia of the unique candidate, by most of the opposition, the precandidate Teodoro Petkoff, who was the third party in all the surveys, announced the retirement of his presidential candidacy so that the search was made agile. The meetings between the rest were continued celebrating with more frequency until at noon of day 9 of August Julio Borges, precandidate by the First Justice, communicated to the country the decision to support to Manuel Rosales like competing unique candidate.

This meant that from that moment governor Manuel Rosales turned into leader of opposition Venezuelan and that would be the one that would represent the thousands of adverse citizens to the government and it would face President Hugo Chavez, who looks for the re-election, in spite of not counting on the endorsement of competing parties like the national leadership of Democratic Action and Venezuela Project . Nevertheless more than thirty political and civil organizations of the country they indicated publicly its support to Rosales. The union bureau of AD as well as its regional components of New Sparta, Monagas, Zulia, Cojedes, Anzoátegui and other states next to many leaders " adecos" they announced that they will support to the unique candidate of the opposition in the elections of the 3 of December.

The Supreme Court of Justice decided that Rosales governor was forced to let the government of Zulia to be presidential candidate, being based on article 229 of the constitution national of 1999 although not of absolute way, but authorized temporarily by the Legislative Council of Zulia, reason why in case this it loses the presidential elections can summarize the magistrature of the state again. Once formalized his postulation the Secretary General of Government, Nelson Carrasquero, assumed the position according to the legislation of the Zulia State.

17 of August in the Hilton Hotel of Caracas Rosales presented/displayed the composition of its commando of campaign: Julio Borges, that aspired to the vice-presidency (being named by the President of the Republic, since he is not elect popularly), and Teodoro Petkoff, (ex- minister of Cordiplan de Caldera) like National Director of Strategy, headed the field equipment. Arming to Briquet and Gerald Blyde integrated the equipment of national strategy in representation of the First Justice . As campaign director assumed the reins the political expert Jose Vicente Carrasquero, whereas the National Director of the Program of Government is Eleodoro Quintero. Also he worked like executive secretary of campaign, Enrique Ochoa Antich ; like Director of the Support unit to the Candidate, Omar Barboza, and like Director of the Unit from Consultant's office to the Candidate, Hiram Gaviria. Cecilia Soda was to the front of the Commission of Consultant's office of Legal Subjects, Vicente Brito was the Adviser for the Deprived Investment, and Enrique Tejera Paris directed the consultant's office of International Political Subjects. The National Commission of Institutional Relations was in charge of Rafael Simón Jiménez (ex- But, ex- We can and ex- We go, representing the party Democratic Pole for the moment of the electoral campaign); like Director of Relations with the Political Parties, Angel Emilio Side; in the National Commission of Organization, Luis Emilio Rondón and like Executive Director, Fluffy Ciro. Pedro Pablo Fernandez was the person in charge of the Special Programs; William Ojeda (precandidate of the party A single Town and declined in favor of Rosales, exchavista), the National Director of Voluntariado and Anairé Morals, Executive Secretary. The Director of International Subjects is Timoteo Zambrano (ex--AD and present member of Democático Pole); and National Director of Relations with the Electoral National Council, Enrique Márquez. As Director of the Commission of Sectorial Movements evolved Liliana Hernandez ; Director of the Movement Change, Alexandra Belandria; Voluntary director of the Movement by Venezuela, Julio Montoya; Promotional director of the Movement of the National Unit, Sergio Omar Calderón ; Director of the Movement of Workers in Venezuela, Froilán Districts and Director of Young people by Venezuela, Denis Ramirez. Nevertheless, many people think that thanks to the fact that the candidacy of Mr. Benjamin Rauseo, that is a comedian very recognized in the country, had raised exponentially in the surveys of opinion in the days following of its announcement to the presidential candidacy like outsider to the competing political leadership, she hurried to the rest of the candidates to choose to Manuel Rosales like candidate of the opposition. Soon to the Rauseo time the free path to Rosales would resign to its postulation, leaving him, without its express support.

Election panorama before the elections

Surveys

A survey realized by Datanálisis in August of 2006, gave to Hugo Chavez an advantage of 41 points: Chávez would obtain a 58.2% of votes, whereas the candidate of the opposition Manuel Rosales 17. That same poll published the 16 of November of 2006 a survey realized between the 28 of October and the 6 of November to 1,600 voters that threw as results an intention of the vote of 52% for Hugo Chavez and 25.5% for Manuel Rosales. Between the soundings realized in the final straight line of the electoral campaign they are tracking polls daily of the company Hinterlaces, that considered an intention of the vote to Chávez of 45% whereas to Rosales they granted a 27% to him., while the poll Consulting 21 indicated that Chávez would respectively maintain an advantage of 13 percentage points on his nearer competitor when obtaining 53% and 40%. A survey of the company Penn, Schoen and Berland of September of 2006 considered electoral preferences of 50% for Chávez and 37% for Rosales. According to the American poll the difference between the present president Hugo Chavez and the opponent Manuel Rosales would have been drained, being to only six points of difference. The poll, that realized a sounding to 1,000 Venezuelans of different localities from the country, between 6 and 10 of November, gave a 48% of votes in favor of Chávez against a 42% in favor of Rosales, with an allowable error among 3% and 3.

Other surveys like the one of Venezuelan Institute of Data analysis published by Venezuelan newspaper the Last News the 3 of November and realized between 18 and 29 of October to 1,400 voters, granted to Chávez a 53.2% to him and Rosales a 28.1%, whereas in a new survey also realized by IVAD and published the 23 of November, Chávez had an advantage of 27 percentage points with a 54.

Another survey, realized by professors of Universidad Complutense of Madrid in two phases also gave like virtual winner to the pro-government candidate with a 59% against 39% of his nearer opponent. In as much the American poll Evans/McDonough with the Consulting support of the Venezuelan 30,11 in a realized survey to 2,000 voters granted an advantage to him of 22 percentage points to the aspiring to the re-election with a 57% on 35% obtained by Manuel Rosales.

According to a survey of Associated Press realized by the poll Ipsos between the 10 and the 18 of November of 2006 to 2,500 voters and published the 23 of November, Chávez would obtain a 59% of the votes and Rosales a 27% with an allowable error of 3%

In resistance, three polls reflected a difference both enters main candidates much smaller until the point to declare it ties technical : the company Keller and Asociados that granted to President Chávez a 52% to him of support while Rosales Governor obtains a 48% of approval, the company Survey Fast that considered 49,8% for Chávez against 49,1% of Rosales. and Numbers Poll Mint that in a survey whose results were published the 23 of October indicated an intention of the vote of 41.3% in favor of Manuel Rosales against 39.5% obtained by Hugo Chavez, being this one the unique one where the main competing candidate surpassed the pro-government candidate.

The surveys became a propagandistic instrument for both commandos of campaign, who praised to those surveys that were to them favorable while they denounced like paid and false those that are not it. On this, the director of the poll Datanálisis, Luis Vicente Leon, declared that " to the Government it can not like that we think that Rosales still can grow (electoral), but the opposition has disqualified all the surveys in which Chávez appears with 20 points on Rosales ".

The pain is possible to emphasize, that some of the surveys distributed both to those undecided ones or called nor-nis and non-participants between main candidates.

Next one is to a comparative table of the different surveys with his results and their date from publication. In her it has been only taken into account to both main candidates, those surveys with the asterisk sign (*) present/display results where undecided ones were distributed those or non-participants.

Campaign

The period of campaign for the presidential candidacies began the 1 of August of 2006.

Campaign of Hugo Chavez

President Chávez presents/displays a motto similar to the one of the parliamentary elections of December of 2005, " 10 million by buche" and she is allusive to the amount of votes that this candidate hopes to obtain in the presidential election.

The 1 of September of 2006 its commando of campaign released one new one: " The Brave Town (It is With you) ", talking about to a fragment of the national anthem Gloria to the brave town. The 9 of October all the campaign underwent a new change with the motto: " By Amor", in that in a televised message it express that everything what has realized in its eight years of Government has been by love.

Also their mottos underwent a change, back were " 10 Million by the Buche", and now they retook " Uh! Ah! Chávez Does not go away! " and they incorporated the phrase: " Chávez: Victory of Venezuela".

Between the attacks profiriados by Chávez to the main competing candidate Rosales, it emphasizes in accusing it to be a marionette of the government of the United States, to represent " fourth República", and to support to the fleeting government of Pedro Carmona Estanga and its controversial decree that public dissolved to all the powers day 11 of April of 2002.

Campaign of Manuel Rosales

The motto is " Atrévete with Manuel Rosales", and a title song Atrévete, being this one reedición of the song of the same title of the Puerto Rican group 13 Street (Soon this grouping would accuse of plagiarism the candidate). With this expression they hope to secure the support of the majority of the competing parties to the government of Chávez. Also the campaign uses the expression: " by 26 million Venezolanos", the number of inhabitants of Venezuela; in contrast with the electoral motto of the candidate to the re-election Hugo Chavez " 10 Million by the Buche". The proposal flag of the competing candidate synthesizes in the denomination “My Black”, who makes reference to the proposal give 20% of the oil exemptions to the poorest classes of the population through a debit card which is being distributed in all the country and that any Venezuelan can acquire, this massive distribution already has come happening even before the same elections like part of the political strategy of Manuel Rosales.

The main accusation against its main Chávez rival stands out the accusations to want to implatar a communist regime, promised besides the targeta my black, to promote the foreign investments and to improve the relations with the United States and " partners tradicionales" of Venezuela and to break with the Cuban government headed by Fidel Castro.

Campaign of Rausseo Youngest child

Rausseo youngest child, that more is known by its humoristic personage " Er Count of the Guácharo", it proposes initially a campaign to attract the well-known voters like " locally; nor-ni", which do not feel identified with the government nor the traditional opposition. It counted on several mottos among them " canvas shoe kills bota", " the first Venezuelans and the others that do cola", " chiruli with chiruli and jay with arrendajo". But most popular of his mottos he was " piedra" votes;, that remembers to the Venezuelan expression of " to remove or to hurl piedra", which means to be annoying. Rausseo, after several months of campaign, suffers in October of 2006 of a severe collapse to his health, apparently motivated by the pressures that surrounded their campaign, and finally the 16 of November resign formally to their presidential candidacy before the Electoral National Council, granting " freedom of conciencia" to its followers so that they come to vote by the election available who consider more advisable.

Day of the election

After the installation of the 100% of the electoral tables on the part of the CNE, with the support of the Plan Republic, in which it represents a total of 33 thousand tables in all the country, it was come to begin the act of voting anticipated for the 06:00 a. in all the national territory. the president of the Electoral National Council, Tibisay Lucena, announces in national chain that the first bulletin with a total of 78.31% of the scrutinized votes, which reflected that the candidate Hugo Chavez obtained 5 million 936 thousands 141 (61,35%) of the scrutinies, while Manuel Rosales obtained 3 million 715 thousand 292 votes (38.33%)

Few minutes later the supporters of Hugo Chavez went out of the main cities of the country to celebrate the victory of their flagman. In center of Caracas met in the neighborhood of " Balcony of the Town " in Miraflores . From where Chávez profirió his first words like President of Venezuela reelecto for the position corresponding to period 2007-2013, the first vítores of the Chief of State were for Venezuela, " the revolution socialista" and the Liberator, Simon Bolivar and, since he promised days ago, dedicated its triumph to the Cuban agent chief executive, Fidel Castro, as well as to " the martyrs of the Mother country, who gave their blood 500 in the last años". Meanwhile, the candidate of the opposition, from its commando of Campaign located in " Fifth Esmeralda", (Caracas), it recognized the defeat before his adversary Hugo Chavez, in a brief speech of breath to his supporters, noticed that the difference " real" it was by a narrower margin, and than one will stay in the street fighting by the town of Venezuela.
